I have been working on jewelry packaging field more than 10 years , and in my experience and opinion, i think the best fabric for jewelry box lining would be:

1. velveteen. 

Velveteen is soft and touch comfortable , which is most common and suitable for making jewelry boxes'lining , it have many levels and each kind of price will have some difference .velveteen lining makes jewelry boxes looks much luxury  , and it's soft can protect jewelrys from damage .

2.Faux suede:

Faux suede very smoothly , and suitable for making lining for wooden jewelry boxes , looks elegant.Any fabric shop should offer faux suede fabric and they would have a variety of colors to choose from.

Other fabric like satin and linen also common for jewelry box lining , anyway it according to customer's desire and requirement , in order to match their brand and company culture .
